Charity Intelligence, Canada’s self-appointed charity watchdog, states that its aim is to “assist Canada’s dynamic charitable sector in being more transparent, accountable and focussed on results”.

Unfortunately, its own track record is anything but transparent or accountable. Instead, it is actively practicing unprofessional tactics, while hiding its own questionable financial and political relationships.

For each charity it rates, Charity Intelligence posts its analysis, findings ratings etc., on its website. Beneath each rating, space is provided for “Comments Added by the Charity”, where the charity can refute, concur with or provide context in response to CI’s assessment.

On its face, this seems like a fair process. However, regarding WE Charity and the WE Charity Foundation, Charity Intelligence has now arbitrarily decided to remove their comments without warning or a formal means to appeal the decision.

This is the opposite of transparent and accountable.

When challenged to answer why it took this action, Charity Intelligence’s Managing Director, Kate Bahen, stated it was on the “advice of lawyers,” claiming part of the responses were “defamatory,” without identifying what text it deemed defamatory or to whom? We believe the information, including their documented political donations, is damaging to Kate Bahen personally and their Board Chair, Graeme Hepburn, and this is why the information has been pro-actively removed.

Since Charity Intelligence has refused to repost the comments on their website, they are posted in full, here and here. Readers can see for themselves that the responses are thorough, fully-sourced, factual, and not in any way defamatory to any party.

When reviewing the material, it is critical to understand that Charity Intelligence played a significant role in working to destroy WE Charity in 2020 when certain politicians and media saw an opportunity to attack the charity as a means to destroy the credibility of Justin Trudeau and his government, which established that Canada Student Service Grant during the early days of the COVID-19 pandemic.

Journalist and lawyer, Mark Bourrie has written about Charity Intelligence’s small staff and its Board’s (which consists of only three people, two of whom are full time employees of the operation – a highly inappropriate structure for a charity) deep financial connections to Canadian politicians within the Conservatives and NDP.

Charity Intelligence is not transparent about these financial and political ties on its website, nor did it disclose these connections before appearing before a Parliamentary Committee to attack WE in 2020.

Shockingly, it also recently came to light that Kate Bahen also personally donated to MP Charlie Angus (Timmins—James Bay), one of the principal figures involved in attacking and destroying WE Charity.

This previously undisclosed, and highly inappropriate, financial connection between the highest-ranking employee of Charity Intelligence and a politician who led the charge to destroy WE Charity, should immediately disqualify Charity Intelligence from posting reviews of WE Charity or WE Charity Foundation on its website.

At a minimum, Charity Intelligence must immediately repost WE Charity and WE Charity Foundation’s responses to the reviews, which were written by individuals with a demonstrated bias against the organizations.

It should also call into question Charity Intelligence’s standing as an impartial and transparent review body. Canada’s charitable sector deserves better.

In addition to a detailed accounting of Charity Intelligence’s biases, false statements and half-truths that are documented in WE Charity’s response comments, the list below highlights some of the most egregious falsehoods put forward by Charity Intelligence about WE Charity since 2020.

Costs incurred by the organization in 2021 to present represent only the wind-down of domestic and international programs. Therefore, Charity Intelligence’s current rankings are irrelevant.

Over the years, Charity Intelligence has displayed an astonishing talent for dishonesty and unprofessionalism, particularly during the CSSG fiasco. Its affiliations with the Conservative Party of Canada and bewildering alterations in WE Charity’s rankings are a testament to its inherent bias.

A more fulsome accounting of CI’s biased, dishonest and unwarranted evaluation of WE Charity can be found below. However, Charity Intelligence's dubious affiliations, past indiscretions and questionable methodologies demand rigorous scrutiny. The organization's assault on WE Charity, based on half-truths and outright fabrications, warrants a thorough investigation.
